Kern$Flex I Program Information

The Kern$Flex Plans are flexible spending plans that allow eligible employees to pay for dependent care, un-reimbursed medical expenses, certain voluntary benefit insurance premiums and employee health benefit (medical/dental/vision) contributions on a pre-tax basis through payroll deduction.

When hired, eligible employees may elect (choose) to have their employee contributions for their County health benefit coverage deducted on a pre-tax basis through the Kern$Flex Plans. In addition, eligible employees may enroll in several optional Kern$Flex Plans voluntary benefit options.

These elections (choices) can be changed only during the annual open enrollment period or after a qualifying change in family status. Open enrollment changes are effective the first day of the next calendar year, and elections (choices) made will be in effect for the entire calendar year. They cannot be changed outside of open enrollment unless there is a qualifying change in family status. Employees must re-enroll each year they wish to participate in flexible spending accounts. Other pre-tax elections for voluntary insurance premiums and health benefit contributions continue automatically if no changes are made during open enrollment.

Enrollment in County health benefits (medical/dental/vision) is administered by the County Administrative Office-Health Benefits Division. Enrollment in voluntary insurance and flexible spending accounts is administered by Chimienti & Associates.

Timeline

  • All claims costs for Dependent Care and Unreimbursed Medical spending accounts must be incurred during the calendar year (which is the plan year) for which the employee made the election and also during a period in which the employee was a participant in the plan.
  • Claims must be submitted for reimbursement by March 31 of the next plan year, or the unused monies will be forfeited to the plan (i.e., participants either use the benefit or lose it.)    Claim Form  (PDF)
  • Employees who cease to participate or separate from service mid-year have a 90-day grace period to file claims after the date their participation ended.

Any unused monies that have been deducted for Kern$Flex I plan benefit are forfeited to the plan. Enrolled participants either use the benefit or lose it.

Medical Expense Reimbursement Account

This plan helps participants pay out-of-pocket medical costs while increasing spendable income. Participants may elect an amount to be deducted on a pre-tax basis from their pay to go into this spending account. After submitting receipts for qualified expenses, participants are directly reimbursed from this account.   View Plan Details  (PDF)

Dependent Care Assistance Program

This plan helps make dependent care expenses more affordable. Participants may elect an amount to be deducted on a pre-tax basis from their pay to go into this spending account. Participants are reimbursed from this account as expenses are incurred and paid.  View Plan Details  (PDF)

Accident Program

Premiums for American Bankers disability, accident, and cancer coverage administered by Chimienti and Associates may be paid on a pre-tax, payroll deduction basis.   View Plan Details  (PDF)

Health Plan Premium Program
