Below are links to important information about those options that will help guide you in making these decisions. The benefits listed below are for permanent employees. Extra Help/Temporary employees have different benefits.

Enrollment Forms

New Hire Health Plan Enrollment: Medical, Dental and Vision

Kern County has multiple options for employees to consider for medical, dental, and vision coverage. If you have coverage from another employer sponsored health plan, you may choose to decline coverage. Failure to select from one of the options will lead to auto-enrollment in the lowest-cost plan option available.

Complete your New Hire Health Plan enrollment form through our secure online enrollment portal within 20 days of your date of hire.

Benefits Effective Date

Health benefits coverage will go into effect the first day of the biweekly pay period following one month of continuous service, beginning on the day the employee physically reports to duty in the benefits-eligible position.

Liberty Independence PPO Dental Plan

A 'Preferred Provider' (PPO) plan. This plan pays 90% of the costs (after deductibles) for work done by in-network dentists and 70% of the costs for work done by out-of-network dentists.

Liberty DHMO Cobalt Plus Dental Plan

An HMO-type plan under which the employee selects one permanent dentist from a pre-approved list and has cost limits

Balancing the demands of life can be stressful - the good news is we can help. Your Employee Assistance Program is available to help you take control of your life! Through Anthem Blue Cross, County employees and their dependents can access three free counseling sessions, per incident, to help through the tough times.

Additional Benefits Information

Deferred Compensation

Kern County provides access to a 457 (b) deferred compensation plan to all employees. Some employees are also eligible to receive an employer match for contributions to this tax-deferred retirement savings plan. You can enroll online at or request additional information by calling (661) 868-3467.

Voluntary Insurance

We also offer several voluntary insurance products online at These include: Short-term Disability Insurance, Long-term Disability Insurance, Cancer Plan, Group Term Life Insurance, Universal Life Insurance, Accident Plan, Hospital Indemnity Plan, Prepaid Legal Plan, Critical Illness Plan. Flexible Spending Accounts

Kern County has also established access to tax-free flexible spending accounts (FSAs) for qualified dependent care expenses or for qualified unreimbursed medical expenses. Enroll by visiting, or call Chimienti & Associates at 1 (877) 733-1670 for more information.


Each permanent employee of Kern County is a member in the Kern County Employees’ Retirement Association (KCERA) and begins accruing service time toward a defined benefit pension plan. Visit the KCERA website at or call (661) 381-7700 for more information.

Health Savings Account (HSA)

Kern Legacy Share Select is Health Savings Account (HSA) qualified. Health Savings Accounts (HSAs) allow you to make tax-deductible deposits and withdraw the funds to pay for qualified medical expenses tax-free. If you enroll in the Kern Legacy Share Select Plan and have no other first dollar medical coverage, (e.g. low or no deductible medical coverage) you are eligible to open an HSA account.

The County does not offer an HSA, however you can open an HSA account through American Fidelity. If you decide to enroll in the HSA account, your application will need to be submitted directly to American Fidelity, and not to the County. Once your application is approved, they will submit your elected contribution to be deducted from your paycheck on a pre-tax basis.
